Developer IncentivesThe City of Kelowna is reviewing its process to provide incentives to developers to encourage the creation of affordable housing and community ammenities.
In multifamily zones, a density bonus is currently provided to developers if a portion of the additional units are designated as affordable housing.
The aim of the review is to make the current incentive system more effective. The final report was provided to Council in June and Council has directed staff to develop policy recommendations, based on a consultant's report, to expand affordable housing units and community amenities.
Density Bonus
Additional density (number of units on the land parcel) can be obtained in exchange for providing a specified amenity such as affordable housing units, additional open space or under building parking.
Community AmenitiesCommunity amenities have a public benefit. Amenities include meeting spaces, childcare facilities, park improvements, cultural services and affordable housing.
Affordable Housing
An acceptable benchmark of affordability is the proportion of income that is spent on housing measured against income levels. See the City's guidelines for affordability.
Proposed Amenity Contributions ChangesThe interim report proposed the following changes to amenity contributions:
- options for cash-in-lieu contributions
- increase size of density bonus
- rezoning policy for voluntry amenity contributions
