Hall/Parsons Road Local Area (Sewer) Service Project

As of 2008, the Provincial Government notified the City that we were unsuccessful in obtaining grant money for the Hall Road Sewer Project, through the MRIF Grant Program.  A letter was mailed to the property owners in the Hall Road area informing them of the Governments decision.  The City will watch for new Grant programs, and when the opportunity arises, the City will again apply for funding assistance for the Hall Road area sewer project (this may take up to 10years).

History of Hall / Parsons Road Sewer Service Project

Property owners in the Hall Road area contacted the City of Kelowna asking if sewer mains could be extended into this area.  Sewer mains were installed in the Fisher Road area (across from Mission Creek Golf Course) in 2007, with a sewer main being extended to the bridge at Mission Creek allowing sewer service to be extended to the Hall Road area.

Utility mains are extended using a process called a "Local Area Service" project.  A Local Area Service project is a method to install sewer mains throughout an area and apportion the costs to the property owners.  The proposed area consists of properties along Hall Road, Packers Road, O'Reilly Road, Wildwood Road & Parsons Road.

On November 6, 2006 City Staff sent letters to property owners who would be affected by this potential sewer project, inviting them to an Open House in order to determine if a majority of owners (who respond) were interested in paying for and obtaining sewer service, to review information, define the area and give the estimated costs of servicing.   The Open House was held on November 21, 2006 at Kelowna Christian School.  Open House Invitation pdf icon

Approximately 250 people attended the meeting, with a presentation taking place at 7:00pm.  At the conclusion of the presentation, it was explained to the owners that if a positive response was received from the area residents, then the Local Area Service process would be initiated. 

On November 24, 2006 City Staff sent letters to affected property owners requesting their opinion on whether or not they would like to obtain sanitary sewer services at the cost outlined at the Open House.  The letter included a Poll, Question and Answer fact sheet, map of the area and a neighbourhood survey of existing septic disposal systems.  Poll letters were required to be submitted to the City by December 11, 2006.

During December 2006, City Staff compiled all the returned polls.  The majority of property owners chose option 2, "Proceed only if Federal and/or Provincial Grants are available to reduce the costs."

City staff began to apply for applicable Grants for a sewer project in the Hall Road area.  Owners were told that if and when a Grant is received for the Hall Road area, the affected owners will once again be involved in determining if the City should proceed with a sewer installation project or not, and at that time each affected owner will be given the opportunity to vote on whether to proceed with the project or not. 

The "Application for Canada/B.C. Municipal Rural Infrastructure Funding (MRIF)" was submitted to the Provincial Government January 25, 2007.
